The solution for me, was to delete the web setup project in my web service solution and create a brand new one from scratch. Josh R. So for me, something was being grandfathered in that old setup package project that when installed even after re-build, was not acting correctly. so i thought I'd share When you create a web service in Visual Studio (I'm using 2010 but I'd imagine it's the same for others) it creates a file called Service1.asmx http://stackoverflow.com/questions/19908936/web-service-parser-error-message-could-not-create-type-xxx

I would like to emphasize that the web service does work when I concatenate the contents of Service1.asmx.cs into the Service1.asmx (minus the CodeBehind= attribute). Notice how in VS 2008 there is a target framework dropdown; I am not sure if that had anything to do with it, but I made sure 3.5 was selected.

I installed IIS after I installed the .NET framework, apparently the framework isn't registered properly this way. When using the correct url that is ^_^ I hope this is clear and helps you with you problems!
