I disabled automatic updates because it turns out it kept downloading the visual c++ 2008 redistribution.

I'm fairly certain when I looked this up previously it said to update/reinstall microsoft c++, but that doesn't seem to have fixed the issue. I am sure I am an IT newbie, You know the thing better than me, I worked in IT for less than a months, quite sure you have years of experience. It doesn't slow down the computer from what I can tell, and doesn't really seem to affect anything else but it just pops up and it is very annoying and happens
